2 PUBLIC HEARINGS AT CITY COUNCIL MEETING NOV. 14, 2024

At the November 14, 2024 City Council meeting there will be two Public Hearings for:
The purpose of the first hearing is to discuss Ordinance No. 2024-7, an ordinance of the City of Menan which will create a new title and chapter to provide safety and administration of parking and use of city rights of way during special events, including the 4th of July.
Ordinance 2024-7 will address issues that have arisen due to parking and large crowds attending the 4th of July Celebration, such as but not limited to: the City of Menan holds 4th of July festivities and celebrations every year within the city limits of the City of Menan; and
the City of Menan’s 4th of July attendance has historically been more
than 20,000 people that gather within city limits; and the City of Menan has had difficulties
preparing for the annual 4th of July Parade and other rights of way on July 3rd and July 4th; and
the City of Menan will designate and mark locations prior to and
during the facilities on July 4th to indicate which locations are prohibited from placing
personal property during the 4th of July festivities without a permit for homeowners on
the right-of-way;
AN ORDINANCE AMENDING MENAN CITY CODE 8-2-G(4) TO ALLOW PAYMENT IN LIEU OF LAND FOR OPEN SPACE/PARKS REQUIREMENT IN SUBDIVISIONS
BE IT ORDAINED by the City Council of the City of Menan, Idaho, as follows:
SECTION 1: Menan City Code 8-2-G(4) is hereby amended to include subsection (d) as follows:
(d) Payment in Lieu of Dedication of Land: In lieu of dedicating land for open space/parks as required under subsections 8-2-G, the developer and City may negotiate for payment as either financial, or goods and services of equal value, to the City of Menan. The payment shall be equal to the market value at the time the payment is made, of lots equal to the percentage of the subdivision as identified in Menan City Code 8-2-G(1).
All interested persons are invited to attend and provide comments on the proposed amendment. Written comments may also be submitted to the City Clerk at menancityclerk@cityofmenan.org or delivered to Menan City Hall no later than Wednesday, November 13, 2024.
